Bisignani to Resign as Nahant Manager

Former long-time City of Revere Auditor Andrew Bisignani has put in a letter of resignation as Town Administrator in Nahant amidst an investigation into town contracts allegedly awarded improperly to preferred candidates – some of them Revere businesses.

The Boston Globe first reported the story Monday.

Bisignani, a Harvard University graduate who grew up in Winthrop, served as the Auditor and Retirement Board Chair for 25 years before leaving in 2002 to take the Saugus Town Administrator position.

He served there for a few years, but his tenure ended in controversy there in 2011 amidst allegations of improper behavior and a damning auditors report done for the town – a report that indicated there were “serious violations of the law.”

On Friday, State Police raided Nahant Town Hall and Bisignani’s home. They were searching for records and took away many boxes of records and computers in a van.

Saugus officials also indicated that investigators have been poring over their records as well.

Essex County District Attorney John Blodgett has confirmed that there is an investigation into Bisignani’s conduct as Town Administrator. What appears to be at issue is his use of favored contractors – including Revere’s G/J Towing among others – that were allegedly awarded contracts on an emergency basis when there was no emergency. Other allegations stem from allegedly rigging bids to make sure that favored contractors got work ahead of anyone else.

Bisignani’s resignation is effective July 1.

There has been no indication that investigators have looked into any of Bisignani’s dealings while serving on Revere’s financial team.
