		<description>Sounds to me like this city department was very susceptible to fraud, waste, and abuse.  Who authorized the purchases, who retains the receipts for these items, were there periodic inventories taken of the items purchased? Were serial numbers recorded by the purchasing office or did someone in the city just give this guy a credit card and tell him he has so much for a budget, go spend without any guideline at all (wouldn&#039;t surprise me)? Somebody gave this guy enough rope to hang himself.  Seems like the City Auditor should be involved in finding out what is being spent in each department and make sure everything is accounted for.  Isn&#039;t that what an auditor does for a living?</description>
